Since 1990's, Enterprise faces a changeful and unforeseen buyer's market. so"Supply chain management"theory has arisen. It carries out logistics plan and control from supplier to last user in chain. It advocated to establishing best cooperative partner relation between supplier and distributors in the sphere of whole world, forming a kind of long-term strategic alliance with them and benefit community. In supply chain management environment, Material purchasing is the key process of controlling the cost roundly, increasing the efficiency and strengthening competitive ability, for it is the beginning of manufacturing activities of a corporation, and it will affect directly the cost and gain. With the developing of socialist market economic, the seller's market has transformed from into variety market which include seller's market and buyer's market. The materials purchasing work of enterprise has face many new problems. The problems such as purchase strategies, selecting suitable supplier, constructing cooperation alliance, reducing the purchase cost, etc, have become the realistic problems that the enterprise purchases management have to face presently.At first, this paper makes a systematic exposition of the content of supply-chain, supply-chain-management, purchasing in supply chain and purchasing management in supply chain environment and builds the theoretical foundation of this paper. Then, Make out the material classification from the acquirability of supply market and essentiality of material. Then based on this conclusion bring forward the proper purchasing strategies for Wuxi Weifu Group Co., Ltd. such as win-win strategy, ensure supply strategy, minimize cost strategy and minimize managerial cost strategy. Then sets up evaluated indexes system of short-term-efficiency-suppliers and long-term-efficiency-suppliers, applying the Fuzzy-evaluation method to evaluate suppliers. At the end of this paper, taking Wuxi Weifu Group Co., Ltd. as a case, comparing the status of its purchasing and supplier management, it puts forward some improvement suggestions to the existing problems in light of the above analysis such as the establishment and improvement of management information system, reengineering of purchasing organization and process, establishment of evaluated indexes system and implement of Just-in-time purchase.The research conclusions of this paper have some reference function in raising the purchase management level of enterprises in supply chain environment.
