With the development of mid- and small-scale enterprise, a mid- and small-scale industrial cluster gradually forms, The practice proved, mid- and small-scale industrial cluster is one very good model of industrial organization, for the development of regional (or national) economy, enhance regional (or national) competitiveness, a certain role in promoting many countries and regions through the development of industrial clusters as a strategic tool for economic policy, but industrial clusters formed, it does not mean that the industrial clusters will not decline. Cluster is not the "panacea", which also exists certain risk subject to a number of factors, cluster's superiority and the risk coexists. Cluster risk of neglect, may lead to an industry, a region or even a country long recession. Mid- and small-scale cluster risk can be broadly divided into endogenous risk and exogenous risk, and the endogenous risk is the fundamental risk of the cluster recession, the exogenous risk is induced factors of the cluster recession. Therefore, we need to do further research on cluster endogenous risk, to know the fundamental causes of endogenous risk, to prevent endogenous risk and guarantee the sustained and healthy development of clusters.This paper is on the basis of previous studies on industrial clusters, and studies the endogenous risk in inner view and industrial Cluster life cycle theory. Firstly, This paper starts from the development of industrial clusters at home and abroad and describes the mid- and small-scale industrial clusters in the regional economic development status and challenges to propose the significance of this study. Then define the mid- and small-scale industrial cluster endogenous risk, and totally analyzes the influence of network-intensive and relationship strong or weak, incomplete contract, trust mechanism, the interests of Game and asymmetric information on the endogenous risk, Meanwhile analyzes the formation mechanism of endogenous risk based on mid- and small-scale industrial Cluster life cycle, and take Chinese pen city—mid- and small-scale industrial clusters of manufacture of pens in Jiangxi,wengang as the case to study its endogenous risk. Finally, according to the aforementioned study, this paper proposes some avoidance measures of mid-and small-scale industrial clusters endogenous risk and hope it is helpful for the continued and health development of the mid- and small-scale industrial cluster.
