Zhongguancun Science Park, Changping Park Industrial Cluster Development Of Countermeasures

High-tech industrial cluster has become the notable feature of successful development of high-tech zones in the world represented by Silicon Valley. The tremendous success based on the development model of industrial clusters such as in Silicon Valley has brought a great deal of inspiration for the domestic high-tech zones. As a state-level high-tech industrial development zone, Zhongguancun Changping Science Park has achieved a rapid and full development since its establishment in 1992, which has become the most important economic growth point and the most dynamic economic area, playing a tremendous role in promoting the local economic prosperity and development. However, the industrial cluster in Changping Science Park is still in its initial stage of development and the advantages of competition of the high-tech industrial cluster yet to be brought into full play. These factors have hindered the further development of Changping Science Park. As the high-tech zones entered the second start-up stage throughout the whole country, how to improve the capability of independent innovation, and maintain a superior position is a pressing issue faced by Changping Science Park. It can inject new vitality into the development and promote industrial upgrading in Changping Science Park by developing cluster economy and strengthening industrial links, and therefore to make a contribute to the economic development in Changping and even the whole capital city.Under the circumstances, mainly taking the industrial cluster in Changping Science Park as the research target, this paper is studied by using combination of standardized analysis and empirical analysis, qualitative analysis and quantitative analysis, static analysis and dynamic analysis and the method of comparison analysis. Based on the relative theories of domestic and foreign industrial clusters and on the analysis and adoption of the Porter "diamond model", this paper established an "impact factor analysis model" about high-tech industrial clusters, and in accordance it made an elaboration and analysis of the environment and historical development of Changping Science Park and finally corresponding countermeasures and suggestions to the existing problems of the industrial cluster in Changping Science Park were proposed.The final conclusion of this paper is that Changping Science Park does not expose to the true sense of industrial clusters, but it has the potential for the development of industrial clusters. Changping Science Park should result in the strategic transformation of industrial clusters development from "policy areas" to "functional areas", from fostering competitive enterprises to fostering competitive industrial clusters. The corresponding countermeasures and suggestions were proposed including stipulating specific policies guiding and encouraging industrial clusters to form a guarantee of industrial cluster innovation; establishing interdependent industries in local district to form a value chain of industrial cluster; setting up a platform for technological innovation based on industrial clusters to form an innovation network; developing intermediary service institutions to form a service network to guarantee the industrial cluster innovation; promoting regional cultural environment to provide important cultural support for the innovative industrial clusters, and so on..The innovation of this paper lies in two aspects. The first one is that it was the first time to apply related theories about the industrial cluster to make a research on the industry development of Changping Science Park. The second one is that it tried to build an "impact analysis model" based on the industrial clusters in high-tech zones. The third one is that it was the first time to apply that Changping Science Park should result in the strategic transformation of industrial clusters development and the corresponding countermeasures and suggestions .All of these make certain learning sense on the research of the industrial cluster for the other domestic high-tech zones.
