Forestry Technology Innovation Support Policies

The forestry enterprises are weak on the base and are relatively extensive on theoperation. Enterprises should depend on the technological innovation rather than theexpansion of the number, the occupation of the capital and the cheap labor in order tosurvive and to develop in the competitive market. The forestry technologicalinnovation is the only choice for the survival and development of the forestry.This article has five chapters. The first chapter is the preface, mainly discussing theresearch background of the thesis, the current situation made in home and abroad, themeaning and the purpose of the research, the method of the research and the technicalline.The second chapter analyzes the classification of the forestry technological innovation,the innovation goals and the relationships between the main body of the forestrytechnological innovation and the all concerned groups. It believes that the aim of theforestry technological innovation is to change the style of the forestry economy, tobroad the international forestry market, to improve the international forestrycompetitiveness. So that, it further improve the international competitiveness of theforestry enterprises and reach the balance of the economy, the society and theecological system. All that is to guarantee the implementation of the strategy of thedevelopment of the science forest.The third chapter further analyses the advantages, disadvantages, the opportunitiesand the threatening of the forestry technological innovation by SWOT. It believes thatforestry technological innovation needs the support of the government.The fourth chapter analyses the disadvantages of the government support in theprocess of forestry technological innovation. It believes that the governmentpromotion lacks the consideration of the characters of the receivers of the technology. Besides that, the lack of the government subsidization affects the enthusiasm ofpersonnel participation in the forestry innovation which always takes place in theremote areas. Furthermore, it affects the enthusiasm of personnel participating in theforestry technological innovation because of the management system of the forestrytechnological innovation that is concentrated on the technology rather than the marketand the lack of the protection of the knowledge. Also, the financial risk affects theenthusiasm of the forestry technological staff.The fifth chapter analyses the policy support system of the forestry technologicalinnovation by discussing in two perspectives. The first is the content of the supportincluding the financial support, the human resource support, the support from forestryenterprises which are the main body of the forestry technological innovation and thesupport of the forestry cooperation. The second is the system of the process of thetechnological innovation including the policy support of the forestry technologicalinnovation classification, the policy support of the transition of the forestrytechnological results and the industry development, the policy support of the risk ofthe forestry technological innovation, the policy support of the forestry intellectualproperty and technological property rights and the improvement of the policy supportof the forestry knowledge economy construction.
