Study On Support Policy Of State-owned Forestry

State-owned forestry played an important role in socio-economic development of China, made tremendous contributions to national economic development. The particularity of state-owned forestry and the changes of current status and leading function of state-owned forestry objectively require the country to support state-owned forestry. Although the central government supports the state-owned forestry development more and more in recent year, but compared to forestry developed countries, the support level is still low and role of policies in protecting sustainable development of forestry is prominent, so this paper has important theoretical and practical significance.This paper adopts document to analyze and sum up related literature on forestry support policies at home and abroad to provide research focus and direction for this study. Secondly, it uses normative analysis to theoretically analyze related literature on forestry support policies and selects sustainable development theory and public goods theory as the theoretical foundation. It analyzes support policy changes of state-owned forestry, analyzes the status of state-owned forestry support policies, early support policies were rare and the key objectives were economic support, at this stage support key of state-owned forestry is ecological support. Taking natural forest protection project as an example, it evaluates on the effect of state-owned forestry support policies, sums up the current problems of the state-owned forestry support policies. It analyzes successful practice of support policy of forestry developed countries, which provides experience for support policy research of China's state-owned forestry. Finally it puts forward countermeasure to perfect the state-owned forestry support policies from the investment credit system, legal system and forestry insurance, and follow-up industry develop of state-owned forestry industry, so as to provide meaningful and referential ideas for perfecting our state-owned forestry support policies.
