As national economy prop profession-electronic information industry, its own rapid development attracts more and more FDI. However, compared to the R&D investment and development level of electronic information industry, there is a large gap between China and developed countries. This has caused people's worries: FDI brings national enterprises technology spillovers or pushes them aside. To answer this question, we must research it systematically, then we can have a correct understanding. In this situation, we can propose a solution countermeasure in order to improve the integrative level of the national electronic information industry making use of the technical spillover effect of foreign direct investment, and develop the endogenous technology ability of the national electronic information industry.The article mainly adopts two methods: Qualitative Analysis and Demonstration Research. The article analyses the FDI survey of our electronic information industry firstly, including the course, the structure, the way as well as the trend and so on; Secondly, it analyses FDI technology spillovers of electronic information industry by the way of Qualitative Analysis, from the effects of technology advancement and industrial structure. Thirdly, on the basis of Feder model, it discusses the science and technology development of our country electronic information industry, which is brought by FDI technology spillovers, using Regression Analysis. On one hand, inspects the overall spillovers and makes a crosswise comparison with car industry; on the other hand, makes a variance analysis according to the origin of FDI. Then, it comes to the basic conclusion: the technology spillover is negative, mainly causing by the developed country investment(except Hongkong, Aomen and Taiwan). Finally, makes a conclusion, and according to the research result, proposes the corresponding policy suggestions on how to better utilize and expand FDI technology spillovers to our country electronic information industry.
