| With the rapid development of economic globalization and tradeliberalization, tariff barrier and non-tariff trade barriers are beingcancelled progressively in international trade. TBT (Technical barriers totrade) is utilized widely more and more, which is gradually becoming themajor measure and senior form of trade protectionism implemented bythe developed countries. Zhejiang province is not only one of the mostimportant exporting processing areas in the world, but also one of thetypical provinces who suffered in restriction by TBT. The TBT as a muchmore covert or "legal" trade barrier has already become a significantbarrier in Zhejiang's textile and clothing export especially after ATC wasterminated.This paper starts research with expounding the methods and resultsof TBT study at home and abroad, analyses the impact of TBT on textilesand clothing exporting trade under two assumptions (big country andsmall country) by using the partial equilibrium method firstly. Then, thepaper summarizes the TBT status and reasons in Zhejiang's textile andclothing export by collecting and sorting lots of actual statistics. Byintroducing the econometric method of gravity model, the paperfollowingly make a detail empirical study in regards to the TBT impact ofZhejiang's textiles and clothing export. The proposed five empiricalhypotheses based on previous theory results, which are fully examined bysetting up various kinds of gravity models. The results of empirical studyshow that the TBT has remarkable negative impact on the textile andclothing export, also present that there was very few standnds and rulesrelevant to textile and clothing in Zhejiang province, current regulationsare not so effective as well. At last, according to the quanlitative andquantitative research, the paper provides some advice to tackle the TBTfor government, organizations and enterprises. |
