With the increasing degree of trade liberalization, the traditional trade barriers are gradual weak and the green trade barriers as trade protection measures have mainly increased dramatically and become a new trend. United States, Japan, the European Union and other developed countries (regions) to set the environmental regulations, green label certification, safety and health standards are ostensibly for sustainable human development, while environmental protection is the name of the line through the implementation of trade protectionism in order to build the law as the protective umbrella of the green trade barriers. Therefore, the system analysis of green trade barriers to China's textile industry impact and taking appropriate measures, effectively through the green trade barriers and the increasing China's textile and clothing in the international competitiveness of the market have become a serious problem. This normative and empirical analysis uses a combination of research methods to the green trade barriers on China's textile exports. First of all, it explained the background of green trade barriers, meaning, characteristics and forms, the International Organization for Standardization and WTO standards and protocols and the European Union, Japan and the United States developed countries and regions of textile technical standards and regulations. Secondly, the analysis of China's textile exports facing trade barriers in the status of the green pointed out that China's textile industry in the global industrial chain which is still in the processing stage and the extensive mode of growth is still labor-intensive and export, with the overall low level; and the main reasons for China's textile exports hit by the green trade barriers are the development and testing in the areas of textiles, insufficient capital investment to expand the technological level of China to get the gap between developed countries and areas, the China's textile brand in the international market poor, imperfect environmental protection ecological safety technical regulations and mandatory standards system, weak authentication of environmental consciousness, lack of green trade barrier warning and rapid response system. Again, there is the analysis of the green trade barriers on China's textile exports of the positive and negative effects, resulting in suppression of trade and trade facilitation aspects of the economic effects, and the empirical gravity model of trade to get the green trade barriers on China's textile exports there negative impact, obstacles and limiting the development of China's textile exports. Developed countries to stringent environmental standards and technical regulations will not only increase the cost of the inspection of China's textile exports and lead to price increases, weakening its international competitiveness, and implementation of the measures in the green trade barriers will reduce the number of China's textile exports and even ban the import, which presents a huge challenge for the sustainable development of China's textile industry. Finally, it is suggested the China's textile and clothing exports of technology and brand strategic planning, from the macro and micro level of government and business.
