Since the 1990s, the new technological revolution represented with the development of information technology, so that we can enter a new era. With the new environment and kinds of changes in organizational, researchers and managers will face a new issue.The opening chapter of the paper related to problems of the organizational, then defined the organizational structure of enterprises and their subsystems, and then focused on the internal and inter-organizational network structure.Research of the organizational structure of enterprises can't stand by analysis of the business environment, the business environment in the 21st century was toward knowledge, globalization, cooperatives, information technology, digital, network, and diversified needs and personality. The new environment makes strong challenge; the organizational structure of enterprises in the new environment appears to be particularly important. After discussed the organizational structure evolution, we pointed that it's unsuited in enterprise organizational structure; under the interior and exterior essential factor function it has actuated the organizational structure -transformation once again. The new enterprises have made significant changes in the environment caused changes in all enterprises from competitive strategy to corporate strategy: strategy based on the ability to change; Enterprise Management object visible from the main production elements to change both the tangible and intangible elements of production: production enterprises from mass production to mass customization technology changes; Enterprises from the border to clear the fuzzy boundary changes. Faced to the new environment, the flattening, the flexibility, the network becomes the direction which the enterprise organizational structure transforms. Base on it, we discussed the view of the enterprise network organizational structure on the theories.Base on the theories of network organizational structure, we summed up the internal network model, about its origins, concepts, categories, the establishment and operation. Open borders ,fuzzy and dynamic organizational structure makes the concept no longer confined to enterprises, and may also be covered by the external organizations, they become a part of the organizational structure. We discussed business incentives, analysis model, the mechanism and framework for structure and development.Pointed enterprises structure models development of the strategic alliance, clusters, modular, and the virtual. Enterprise value network model integrated external corporate organizational structure. Through Value innovation, the establishment of mechanisms for competition, modular economy, technological innovation, flexible production and strengthen enterprise network externality and achieve effective upgrade the competitiveness of the enterprises.Under the new the environment, the issue can enrich the academic system, and solid theoretical. The new development trends of theory and practice will no doubt become an essential component, and play a certain role in promoting the development of the theory. We will master the rules of the organizational structure, which build the organizational structure of enterprises and practical guidance.
