The industry cluster is already a world-wide phenomenon, distributing on the landscape of the world in various forms, some gained development depending on comparative advantages of the nation, some embodied the core competitive advantages of the nation. These industry clusters differentiate in types and develop trends, but depending on professional division of labour and continuous creation, different industry clusters made important contribution to the regional economic development. However, while the global industry cluster is gaining rapid development, some problems appear in different cluster types and stages. Particularly at our present stage, a great deal of industry clusters start to flow out, if the antinomies in the development processes can't be handled effectively, the healthy development of industry cluster will certainly be influenced.Domestic and foreign researches on the theory of industry cluster are already abundant, but early researches mostly concentrated on areas like the creation and affective factors of the cluster, the types and functions, the evolution and innovation and the relations with the government etc. The reflection on the relations between the development of industry cluster and social economy from the angle of harmonious development is neglected. This paper tightly revolves around the reality of industry clusters at current stage in our country, based on the angle of constructing a harmonious society, makes use of the theories of harmonious development to analyze the harmony of industry cluster. This innovative research can be useful in two aspects. On the one hand, it will enrich the theoretical research of industry cluster itself and provide a new angle for the solution of the problems appeared in the process of development in our country. On the other hand, it will also enrich the theory of harmonious society construction, thus providing an emollient support for the construction of a harmonious society.Part one is mainly about the introduction and analysis of the related documents on the harmonious development of industry cluster. In this process, three main characteristics of industry cluster are selected and the materials were reorganized around the theme of harmonious development. The definition of harmony was then introduced and the achievements that the harmonious theory obtained in various areas were briefly illustrated. Finally, the concept of harmonious development of industry cluster is given according to the concept of harmony.Part two conducted theoretical analysis on the harmony of industry cluster from the structure and social relations of the cluster, and established index evaluation system on the harmony of industry cluster according to the structure and social relations of the cluster. Then the affective factors is analyzed in different development stages from the historical dimension, the harmony at the different development stages of industry cluster is studied on these grounds. At the end of this chapter, according to the theory of harmony, the model of evaluation on harmonious development of industry cluster is established in order to make model analysis on the harmony of industry cluster.Part three is about substantial evidence research on the harmony of industry in our country. It first sums up the disharmonious phenomena appeared during the period of development in our country to get an overall understanding of them, and makes substantial evidence research together with the disharmonious cases of industry cluster. Then, the case of Taizhou motor fittings industry cluster was taken as a more harmonious development case. Part four put forward some strategies to promote, optimize and upgrade the harmonious development of industry cluster from aspects like industry cluster structure itself, existence environment, government strategies and enterprise development inside the system.The main innovation of this paper is to combine together the theory of industry cluster development with the theory of harmonious development, the standpoint of harmonious development is used to analyze the development of industry cluster theoretically and evidently. The index system of appraising industry cluster harmony is concluded and the harmony of industry cluster is analyzed from dynamic time sequence to build up the overall frame of the theory of industry cluster harmonious development. This is an attempt of theoretical innovation. Thus, shortage of material brings great difficulty to this paper. There still exists many shortages, such as the role that the middle organization of the cluster plays in the harmonious development of the cluster, the function of the exertion of entrepreneur spirit and social responsibility of the entrepreneur to the harmonious development of industry cluster.
