Harmony is a kind of value orientation and ideal target of social development, the meanings of harmonious society is abundant, Industry cluster and harmonious development are important contents of constructing harmonious socialism society. As a kind of regional industry, Industry cluster has become an important source of promoting economic development. In recent years, many places of our country has paid large attention to develop Industry cluster which was considered as an important strategy of regional economic development.Due to the special country conditions, labor intensive industry cluster accounts for a large percentage in our country's industry cluster, the comparative advantage is decreasing, technology intensive and capital intensive will become future tendency. There are many problems in the development of labor intensive industry cluster which includes some harmony and disharmony factors of benefits concerned factors in internal cluster, mainly between enterprises and enterprises, benefits concerned peoples and benefits concerned peoples, enterprises and industry association, enterprises and research center as well as college, enterprises and investors, enterprises and financial institution, mainly between industry cluster and government, industry cluster and community, industry cluster and resources environment, industry cluster and professional market, industry cluster and other concerned industry cluster, industry cluster and international market. The harmony factors of those benefits concerned units promotes harmonious development of labor intensive industry cluster while those disharmony factors obstructs further development of labor intensive industry cluster, this is bad for regional economy and harmony development of society. In view of current conditions of labor intensive industry cluster, we have to study about the feasibility of harmony of labor intensive industry cluster so as to find out the policy to promote the achievement of harmony and sustainable development, and go on making it useful for promoting regional economy development.This thesis is starting from summarizing concerned theory of labor intensive industry cluster and harmonious development, then analyzing labor intensive industry cluster in structuralism way and making the judgment of harmony, taking labor intensive industry cluster in Hebei province to verify its harmony, and finally putting forward the instructional theory, basis principle and policy for labor intensive industry cluster and harmonious development in our country. This thesis is adopting dialectical materialism, historical materialism, demonstration analyzing and standard analyzing method to analyze the current condition of labor intensive industry cluster from a developing comprehensive and coupled point. The thesis makes theory of harmony, the best combination of structuralism, theory of benefits concerned, Pareto optimal solution and industry cluster theory to take a study about labor intensive industry cluster and harmonious development which is the creative point of the article, I hope it will be helpful for the realization of labor intensive industry cluster and harmonious development in our country.The article divides into four parts: the first part summarizes the concerned theory of labor intensive industry cluster and harmonious development, analyzes the conception and features of labor intensive industry, and evaluates the theory of harmonious development so as to conclude the meaning of labor intensive industry cluster and harmonious development which is in such condition that the intercoordination and win-win situation of internal benefits concerned units and external benefits concerned units in labor intensive industry cluster so as to promote the harmonious and sustainable development of the cluster. The second part is adopting the theory of benefits concerned and structuralism to analyze the harmonious development of labor intensive industry from internal benefits concerned units and external benefits concerned, and finally conclude the harmony of external benefits concerned units from Pareto optimal solution. The third part verifies the harmony from the example of labor intensive industry cluster in Hebei province, and analyzes the harmony and disharmony factors of internal benefits concerned units and external benefits concerned units in labor intensive industry cluster. The fourth part puts forward the instructional theory, basic principle and policy of labor intensive industry cluster and harmonious development in our country base on the previous three parts.
