As the world is approaching the information age,international service trade shows new features which closely related to information in its developing. So the information industry based on telecommunications service industry has drawn the attention of the entire world. After more than 20 years' development, great changes have taken place in Chinese telecommunications service industry which attracts worldwide attention. The telecommunications system reform as well as the introduction of the open-market policy and the competition system is moving forward step by step. But under the impact of liberalism of international telecommunications service industry, Chinese telecommunications service industry is facing an increasingly complex and changeful market environment after the coming end of the transition period. Therefore, it is necessary for the researchers to study on how to promote international competition ability of the Chinese telecommunications service industry. This paper analyses the actuality and Chinese telecommunications service industry, and by applying M.E.Porter's "diamond model", empirical studies were carried out on the international competition ability of telecommunications service industry of China. Although our country has formed certain relative advantage in the aspects such as infrastructure construction and domestic demand, there're still some problems which will restrict further development of Chinese telecommunications service industry. Based on the above-mentioned fact and applying M.E.Porter's "diamond model", the author affords countermeasure on how to promote the international competition ability under the impact of liberalism of international telecommunications service industry in the last chapter of this article.
