In 2001, China joined in WTO. As it promises, china will open its retail business of the refined oil after 3 years, and the wholesale business will be opened after 5 years .China will face to the competitions from the international oil giants, a battle for the market of the refined oil is unavoidable.The plan, named《The Reform Program of The State Department's Institution》, was discussed and passed in the first session of the Ninth NPC on March, 1998, which declared to conduct strategic reorganization of the petroleum and petrochemical industry in china, then the two oil group of Petro China Sinopec have been built.Sinopec corporation puts its assets and major markets in the eastern southern and central of China, but Petro china is focus on northern of China. The group two can osmosis interactively and fight for each other' smarkets, according to the market rules and the related law in China. The preview of the commercial war started in 1998, whose theme is fighting for the markets of the refined oil.Hunan province is the local market of Sinopec, and it got more than 98 percent of the refined oil markets in Hunan province in 1998. Being a market rival from outside, the Hunan branch of China National Petroleum Corporation was introduced to the refined oil market of Hunan in 2000 and its market share reached 15% after 6 years' struggling.The paper analyses the influence on the refined oil market in Hunan province under the international and domestic petrol situation, by studying the developing rules of the global petroleum market and recalling the development of the refined oil. At the same time, by analysis on how the Petro China enter and capture the market of Hunan, also on the background, this paper discusses how the sinopec corporation to occupy the local market and to defense invaders from outside as well as the effects, in order to forecast the international oil giants' possible strategies and to analyse the effect of these strategies when they enter the domestic market of China.
