21 th century is the century of economic globalization , economical information and science and technology while the enterprises from every country in the world are facing more and more drastic ,domestic and international competition. The people start to realize gradually that the human resource is the first resource in current economic development and the achievement management is also the key part of the human resource management. So, building up the scientific and the effective achievement management system can provide the information for every aspect of the HRM as well as the evident for the employment,arrangement ,salary management and training management in order to improve the achievement of employers and achieve the strategic objective of the company ,last getting the win–win between the employees and the company.Operational staff is the base of the enterprise's development and their work performance directly infect and limit the development of enterprise. Through the review of the domestic and foreign theory and practice of the performance management, this paper focuses on analyze of the problems existed in the performance management among the operational staff in the state-owned enterprise and points out the preventive and controllability implements. However, the base of consummating the appraisal of the operational staff's performance is to build up the effective performance management system ,so this issue introduces the implementation steps including the performance plan ,implementation of the performance ,feedback and conversation, performance training and the implementation of performance's outcome . Finally, from the academy to the practice, I analyze the system of the performance management in the steel-making manufacture A which belongs to Wuhan Iron–steel cooperation and offer the improved suggestion. I hope this research can provide some advices for the development of the performance management of the state-owned enterprise in our country and do the same to other companies.
