Henan Urbanization Development And Policy

Henan is regared as a big province of No.1 agriculuture population of the whole country. Urbanization level is only thirty-two point five percent in 2006.It is lower than the average level of the whole country by eleven point four percent.urbanization stagnancy seriously hinder the social economic development of Henan.It is not fit for building strong economic province of middle-part area and accomplish the grand goal of Central Plain rising abruptly. Thus, in fairly relative backward areas, how to choose correct way of urbanization development to promote social economic development of Henan is important task facing in new period. Home and abroad scholars put forward quite valueable position and policy proposal from different angle about urbanization in Henan province. This paper bases on actual situation of Henan, through the analysis of urbanization of theory and practice by home and abroad scholars. This paper puts forward its ideas to the urbanization development of Henan, wish it can promote the urbanization level of Henan, further realize leap-mode development, and have certain practical sense and reference value.From space angle, industrial structure angle and rule angle, this paper analyses these issues of urbanization in Henan, they are the first place degree is lower, the scale of city is smaller and not balanced, region discrepancy is obvious, industrial structure is not reasonable, management rule is backward. In order to make the urbanization level get a leap-mode improvement. This paper thinks Henan should base on province situation, On choice of urbanization way, go a way of having Henan characteristics of new type industry driving,"Central Plains groups" acting as leader of a sect, government and market joining force to push on, suit measures to local, pluralistic mode, continuous development. This paper puts forward some countermeasure to the urbanization development of Henan, particularly includes the following points :Try to improve the first place degree of Zhengzhou, quicken to build "Central Plains groups", actively breed regional centeral city, encourage to develop small town; make industrial structure optimize and regulate, encourage to develop labour concentrated industry, make peasant enter city to supply more job for them; quicken to transfer the rural surplus labour,chang population pressure into human resources;Thoroughly solve the barrier which the peasants enter city in urbanization course,various management rules need bring forth new ideas;In quickening the course of urbanization,promoting factors gather,improving people living quality,base installation has an important role.Thus,try to set up city management sense,go beyond to build city base installation properly; Strengthen culture construction, go a way of continuous development.This paper applies thought and means of combining theory with practice, has a system and all-out anlysis.
