The highest competition of the business is in the culture area. Excellent culture can help attract the talents, And increase the core competition ability.Middle-Small software enterprise of ShenZhen(Called MSSES hereafter) are playing more and more important roles in the economic and social development of ShenZhen (Called SZ hereafter). But most of them are show weakness on enterprise culture construction with following disadvantages: imitating more, innovating less; Want to establish the enterprise culture . but don't know the right way; There's little research to guide. Which is the reason why this paper carries out this research.The paper takes .the theory analysis, comparison methods to have the preliminary study to the MSSES culture construction. The paper introduces the relationship between enterprise culture and core competency. Indicates the SZ culture as the special regional culture .Analysis the current situation of the MSSES culture present. Establishes the model of affected factors of Enterprise culture. Key of this paper are what and how to shape the culture of MSSES. The paper also researches the construction of enterprise visualize"Staff First" and establishing "family culture" is suggested to design the core value of MSSES. Which is also the innovative point in this papers, ,The solutions to establish "Family Culture" in the area of "Behavior Culture" is also provided as well as the solution to deal with the culture impact between SZ-HK.
