In recent years, with the reform and opening up of telecommunication market, the competition of internal market is sharper and sharper. In this kind of case, PHS is a new growth point for China Telecom. How to finish PHS project successfully in a short period and how to run risk management effectively become the most concern of telecommunication companies.Fristly, the cuerrent research situation of project risk management and the existent problem of project risk management in telecommunication companies are analyzed in this paper. Then based on the theories with the method that combined together physically and combined the concrete PHS project of Changzhou telecommunication company, a deep study on risk management planning,risk identification, qualitative/quantitative risk analysis, risk response and risk monitoring & control for the project is made .In the first phase, applying with the technology of risk identification, this paper analyzes intergrationally risk events identified in different phases.In the second phase, based on the combination of traditional methods at risk quantification, this paper puts forward chiefly risk table for qualitative risk analysis & quantitative risk analysis of PHS project.Finally, for the sake of reducing the risk of the PHS project and guaranteeing successfully finishing PHS project,compounding the risk response strategies and building up the early-warning mechanism are putted forward,which will help us to reply project risk and control project risk. The author discusses particuliarly the major methods and critical techlogy used in risk management for PHS project.This paper provide a good reference for the project risk management for ChangZhou telecommunication company.
