| The progress of Science technology brings the development of urbanization. Urbanization is the necessary trend of the development of mankind and society and objective regulation that didn't transfer with the human volition. Urbanization and the degree it attains is closed-related with the degree of the society and economy. We often can judge and explain the situation of the economical development of the city or country from its urbanization level. The gainer of 2001 Nobel economics award Stiglitz believe that: there are two things that will influence the process and change the facial feature of the world , one is the development of the high technology of the USA, another is the progress of urbanization of China. He advanced that the urbanization of China will be the locomotive of the economy increase of the district and yield the most important economical benefits. Consequently urbanization is a close field of the academic field.Liaoning is the old industrial base. It ever was the pioneer and cradle of the industrialization of China. Under the push of the industrialization, the urbanization level of Liaoning is comparatively high, but because of the influence of many factors, the development of the urbanization level is very slow. From 1953 to 2000 the urbanization level of Liaoning just lift 27 percent points, average 0.57 percent point a year. The largo of the urbanization development is much not proper for the nation economy and industrialization, beside that the urbanization level show not balance on the development in its process, which will prevent the growth of the integral level and the economic development. We must have a comparatively clear acquaintance with present condition of urbanization as to change the urbanization condition.
