National Lottery Financial Management Model Study

The production and development of national lottery has been long-standing, but which is approved for the public and obtains the fast development truly then had been half century ago. At present, the lottery now has spread more than 100 countries and areas. Each year the sale of lottery by 10 billion US dollars seems to be the important part in the social daily life.Having been issued since 1987 in China, the scale of lottery sales shows the geometry number growth. But in the course of the issue, it brings up a lot of problems, which products the negative effect as the development of the lottery, and which appoints to the explored problem. At the same time, the theorists also start to study the lottery deeper and deeper day by day.As far as the related theories of our national lottery study and the condition of the issue concerned, this article take the national lottery management pattern system design and the concrete arrangement as a master line, on the base of the reason of the model of the national lottery management, drawing lessons from the international last lottery theories, aiming at the problem existing in the development of the lottery in the recent 20 years, I bring up the fiscal management model of the national lottery, and make concrete discuss the system of the analyze. The article divides up five parts.The first part is the outline of lottery. I has analyzed including the concept of national lottery, the factors of the lottery and the nature of the lottery, specially analyze the four characteristics and the factors included in the lottery.
