The 21st century is the high-speed economic development period. With the coming of the new economy times which be characterized by globalization and information technology, it makes enterprises faced with the increasingly fierce competition. In order to win the competition, a lot of enterprises are positively seek more scientific management mode. In order to strengthen the enterprise core competitiveness to improve enterprise efficiency, to get advantages in the competition, more and more companies will focus on core business to integrate external resoures for achieving a win-win situation. "HR Outsourcing" arises based on this background.TD company is a professional human resource service agency which was grown in the process of the Binhai new area opening and developing, a large number of multinational enterprises invested in Tianjin. TD provided the human resources guarantee work to companies in TEDA(Tianjin Economic-Technological Development Area) in early period, then, for the development of market economic requirements, TD company was gradually developed recruitment, headhunting, HR dispatch, training etc.This paper using the modern HR outsourcing theories which are Transaction Cost Theory, Enterprise Risk Theory and Core Competition Theory; by understanding domestic and international HR outsourcing development conditions, analyzing TD HR outsourcing status, and finding out the existing problems in TD human resource outsourcing business, then this paper proposes some coping problem-solving strategies, and provides ideas and suggestions for the development of TD company.
