China's New Rural Social Endowment Insurance Issues

In the 21st century, population aging is serious in China. According to the 2005 Population Census sampling data, China has entered population aging society. Proportion of elderly population in rural areas is higher than urban proportion of the elderly population. In rural areas, only a very small number of elderly people have a fixed income. Most elderly people rely on their own, family or collective pension. Today, these primary endowment way appeared function abate in different degrees. Elderly population in rural areas urgently needs a way to protect their old age pension meaning the basic survival needs.The new rural social pension insurance was started from 2002.China began to explore the establishment of rural residents covered by the rural social pension insurance from the 1980s. Social Security is based on established theories of Marx, Lenin, Mao Zedong, Deng Xiaoping, Jiang Zemin and Hu Jintao's theory of socialist social security. Marx put forward the function of social security, essence and value orientation by the description of social form of future communism. He discussed the necessity of establishing social insurance funds and source. Lenin proposed the establishment of the socialist countries of the importance and principles of social security. With comrade Mao Zedong at the core of the first generation of central collective leadership of China's socialist construction in the new exploration, the idea of socialist social security was proposed initially. The common prosperity and social security was linked by comrade Deng Xiaoping as the core of the second generation of central collective leadership."Three-step strategy"about the solutions to social security problem was proposed. Comrade Jiang Zemin at the core of the third generation of central collective leadership put forward the "Three Represents ". "The overwhelming majority of the Chinese always represent the fundamental interests of the people" and social security were linked together. He asked to explore in areas where conditions permit to establish minimum living security and rural pension system. A "scientific concept of development" theory was proposed by comrade Hu Jintao as the core of the new generation of central collective leadership. "Scientific development view" which is people-oriented and paying attention to the livelihood of the people riches Marxist social security theory.In a new type of rural social endowment insurance implementation process, there are some questions. Firstly, there is lack of standardized implementation of the new rural social pension insurance laws. Secondly, we don't know how the new rural social pension insurance and other forms of social protection is combined in order to play bigger security capabilities. Thirdly, we don't know how to do a new type of rural social endowment insurance fund management, to maintain and increase its value, and so on. Based on the above three problems, a new rural social pension insurance perfect response is proposed.This paper is divided into four parts altogether. The first part is the introduction section. Domestic and international research on rural social endowment insurance is carded and classified. The second part sorts out a new type of rural social endowment insurance establish of theory basis. The third part expounds a new type of rural social endowment insurance build background and development process, analyzed the new type of rural social endowment insurance in the implementation of the existing problems. The fourth part puts forward suggestions of a new type of rural social endowment insurance countermeasures.
