Technological innovation clusters as a novelty, is born in the environment that countries continually promote the development of technology industry. Because of the outstanding contributions to economic development, governments all pay attention to this novelty and actively nurture the formation of innovation clusters.The purpose of this article is to analysis the formation mechanism of scientific and technological innovation cluster, and propose a formation mechanism model, to rich technology management theory and practice. Aiming to the status of more qualitative research-based study, this article starts from the complex self-organizing feature of technological innovation cluster, analysis elements of its internal systems and the entropy flow, using both the quantitative and qualitative research method .In the last part of the article, study domestic typical innovation cluster -Zhongguancun Science and Technology cluster , analyze the formation of the path, and propose corresponding development of countermeasures.Firstly, the article summarizes the studies of technological innovation cluster and research from organization theory both home and abroad, cards the related concept of self-organization and characteristics to lay foundation for depth study .The article defines the concept of technological innovation clusters, analyzes their composition elements, development level and the self-organizing behavior characteristics it has. Then, analyzes three self-organization conditions of scientific and technological cluster-- open, steady-state and induced conditions,studies the entropy flow and the existing forms of self-organization of the technological innovation cluster ,builds a formation mechanism model of technological innovation cluster .In the process ,the article also studies the driving force and corrdination mechanism of the technological innovation cluster in detail. Finally,according to the development situation of Zhongguancun Science and Technology Innovation Clusters, from the internal and external environmental conditions, and open, dynamic, collaborative aspects ,the article analyzes the Zhongguancun Technology Innovation Clusters formation conditions, summarizes the formation path of the Zhongguancun Technology Innovation Clusters, and puts forward with countermeasures and advice to improve the performance level of Zhongguancun Technology Innovation clusters in the view of the macro policy level , collaborative level, micro-level dynamic mechanism .
