Brain-drain is a serious problem in realty industry of our country, specifically in small and medium estate enterprises.It seriously hindered the development of the company and the region's economy. As one of the small and medium estate enterprises, The brain drain problem has been affected HY company's strategic and sustainable development. From human resource management of the whole process, problems existed in the whole process involving the recruitment process and training sessions, salary structure and performance management.Basing on the current status of HY company human resource management, this paper intended to construct a brain-drain management system,accordding to the modern science of human resources management theory. And it is also applicated initially in this company. From those functional modules, the paper also discussed the positive role of the orgnization's sustainable development that the scientific and systematic human resources management system bring to.This paper described the situation of human resources and the brain-drain of the HY company, and analysed the reason causing brain-drain. By those graph material ,the paper showed us completely the the brain-drain management system of HY company in view of process and the application of the system . It also offered us the solution in recruitment, training ,job performance, salary and Corporate Culture. We hope that the system can help solve the problem of brain-drain of HY company and the other small and medium private enterprises , especially estate enterprises .The paper also looked ahead the creation in the application of the system and carried out application tactics under different situations, such as the application strategy aimed at different levels and sequence of the staff , the combinatorial application strategies in performance examination, the application strategy in payment diversity . It also pointed out that if you want to make real promotion on enterprise development through the brain-drain management system, you must get the backing of top shareholders under the strategy guiding of the organization and the concept of people-centred in leadership support. And also you should increase their productivity and earnings, and enhance the dignity, self-respect and worth of each individual. During the processing ,you should also consider the constantly changeable internal and external environment, accomplish the conversion of organization structures and management mode step by step , guarantee the combat effectiveness and competency under the highly competitive environment.
