Talent is the most important resource of enterprise, and it is the key factor in the future competition. The ability to attract the best talents of emterprise is the key factor to win market competition advantage. Then companies rely on what to attract the best people? One factor is that companies must have a competitive salary system,apart for(the attraction of enterprise culture,the organization motivation of enterpris,and the work achievements of staffs, Scientific and rational designation of the pay system can enhance the staff's trust in the enterprise and sense of belonging , which is one important means for enterprise to attract, retain and motivate excellent staffs. So pay is a very important aspect of the human resources management system in a enterprise.In this paper, the SCT company is taken as study. The SCT as a construction quality inspection company, they go in for engineering materials testing,foundation engineering testing,structural & steel inspection,building subsidence detection,building curtain wall windows testing,indoor environmental testing,construction intelligent detection,building energy and so on. moreover they control the whole process of construction quality testing. As the companies have been expanding, however the lack of incentive effect of the existing pay system, will fail to meet the needs of business expansion, thereby preventing the development of enterprises. Therefore the development of a reasonable salary system is SCT company issues to be addressed urgently. To solve this problem,the paper first discusses the concept of salary,structure,function,meaning and factor of compensation system, then introduces several more practical type of compensation system, as well as the main factors affecting to compensation levels, and the principles of remuneration system design, the fundamental basis, ideas and steps to the review, in order to establish the theoretical basis of analysis and design. Second, analyses the characteristic of SCT company and competition situation. Combined with the research datas, introduces the basic situation of SCT,the object of company strategic,organizational structure,and staff composition. On the basis of fully understanding the company compensation system, based on a questionnaire of staff satisfaction with the current salary, and on this basis to resolve the remuneration in the different positions of different types, to analyze the problems, in order to re-design compensation system of the foundation. And combined with the company development strategy and the existing problems, propose the design goals, combining the basic theory of compensation system design, in the foundation of the job analysis and evaluation to design the different types of options for different positions of compensation systems. Finally, SCT companies should pay to ensure that the new system can run smoothly in the company and the implementation of the recommendations.By optimizing the design of the pay system ,it can provide references for the company to resolve current problems of the pay system, also for the other companies to resolve their problems of the pay system,.
