Epc Project Contract Planning Quality Study Of The Factors

In the social economy activities, contract plays very important roles, which protects benefits of each part in contract, restrains them to carry out contract obligations. But during the project performance, many disputes and claims caused by engineering contract occurs frequently, which has become the primary factor of engineering claims. With analysis to the problem, it can be found that, the reason leads to the above situation is due to less concern to prophase contract planning while more attention is paid to contract management and contract claims during the project performance, leaving defects at the beginning when the contract is signed. So the project is doomed to fail at first. On the contrary, the quality of contract planning would be improved by reasonable and complete planning, making the best combination between time of constructing activities and the relationship of captain usage to be chosed, and finally ensure satisfying economic and social benefits. Therefore, project management and prophase preparation, especially contract planning has a great significance to large scale engineering project, especially to EPC project.This article starts from the related concepts about contracts and EPC project, and discusses the content, basis and role of contract planning for EPC project. It also analysis quality risks of contract planning of the EPC project from the four aspects of quality factors, that is legality, completeness, compliance and satisfaction. Then it outlines the main factors affecting contract planning of the EPC project respectively in accordance with the 3 phases of EPC contract planning, that is the tender preparation, tendering and evaluation,and the negotiation of contract terms.The factors influencing the quality of EPC contract planning are the knowledge management activities, team's organizational skills, cultural characteristics and institution factors briefly. After getting the affecting factors of the quality of contract planning, the Delphi method is employed to evaluate the quality of EPC contract planning, and the major factors and their degree of influence to the quality of EPC contract planning are gained.
