Performance management is an extremely important section in modern mechanism of human resources management. It is significant to put the concept of performance management applied into project personnel management to ensure the project implementation smoothly. The "Surplus notes" development project is one of the emphasis product innovation projects in Henan CCB by 2010. The performance management of this project is conducive to mobilize the enthusiasm of the project team, complete the project quality and quantity by the actual progress, achieve identified business strategy goals of Henan CCB.Drawing on the research consequent from domestic and abroad, this thesis made comprehensively analysis and thoroughly research on "Surplus notes" of Henan CCB. Combined with the characteristic of product development project, this thesis proposed how to built project performance management system reasonably. Based on seeking and analyzing the existing problems, this thesis proposed a specific performance evaluation program. For the actual situation of performance management in the process on project operation, this thesis proposed effective performance management system and operation safeguard measures. After designing, implementing and improving the project performance management system, this thesis accomplished the entire process on construction, operation and implementation of a better performance management system about project team. Through favorable performance management, we mobilized the enthusiasm and initiative of "Human" plenty in the project, promoted the smooth implementation of innovative projects, and made the achievement appearance of this innovation project in the future.
