Suzhou Industrial Park, Bonded Logistics Capacity Assessment Analysis And Countermeasures

Logistics industry started late in China. Compared with developed countries, there is a large gap. Although, With the Reform and Opening Up going on, modern logistics has gradually been separated from the process of production and circulation, and became a new, professional, independent economic activities. The development of logistics industry caused directly the changes in regional and urban industrial structure. Modern logistics has become a new growth point in national economy.The Integrated Free Trade Zone (IFTZ), in recent years, is a new factor in the history of modern logistics development of China. The development of IFTZ has a very important strategic significance in promoting the development of international trade and international logistics, the development of surrounding areas and the improvement of the national economy. At present, the studies of IFTZ are just limited to interpret the possible mode and direction in its future development, or emphasize on its role of leading regional economy and the logistics industry. To any logistics system, however, how to achieve its goals of reducing system cost and enhancing customer service level, that all depends on the ability which is the logistics capability. Not only because logistics capability determines the efficiency of the logistics system of the whole IFTZ, but also it is very important to improve the core competitiveness of the enterprises in IFTZ, thereby, promoting regional economic developing sustainably.This article, studying about logistics capability of the integrated free trade zone of Suzhou industrial park (SIP IFTZ), first, preliminarily and theoretically discusses the concept and constitution of logistics capabilities of IFTZ. Second, it, to the larger paper, describes the logistics development and present state in SIP, empirically studies the logistics capability of SIP IFTZ, and constructs the evaluation index system of the logistics capability of SIP IFTZ. Then, it establishes a competency assessment model of the logistics capability of SIP IFTZ through Fuzzy Comprehensive Evaluation, Based on the determined weight by AHP. Although, the model proves that SIP IFTZ goes well on the whole, its function expansion and policy innovation need to further strengthen. Last, according to the results, this article puts forward some targeted suggestions, which can promote the development of logistics capability of SIP IFTZ. Expecting that, it has referred value to strengthen its logistics capability for IFTZ in other regions while it can make the logistics capability of SIP IFTZ better.
