Cultural tourism, as a high culture content of tourism form, attracts numerous tourists by its rich cultural connotation, strong knowledge and interest and having strong participation. Now, it has become the main tourism form and new trend in today's world of tourism development, its vitality is strong and market space is very wide also. Historical and cultural city is the main bearer of China's long history and brilliant culture, has completely retained and inherited a certain age or several periods of historic and the local ethnic characteristics, possessing advantaged conditions of developing cultural tourism.Fenghuang was approved by the state council as national famous historical and cultural city in December 2001, is a characteristic city which is the collection of military and history culture, folk culture and celebrity culture. The ancient city of Fenghuang's style is complete and cultural buildings are numerous. Cultural tourism has become the Fenghuang County's biggest rich industry, also has contributed to other relevant industry development. However, with the development of world tourism trend, Fenghuang facing the dock burdens of accelerating transformation and upgrading of cultural tourism and keeping pace with the new trend of world tourism. So, Fenghuang cultural tourism again development becomes the most important strategy of the economy development of Fenghuang County. Based on the exploitation and development theory of historical and cultural city culture tourism, this text analyses the tourism development of Fenghuang,and puts forward the train of thought on Fenghuang cultural tourism development, focusing from cultural tourism development strategy, cultural tourism development principles, cultural tourism product planning, market development and marketing strategy, tourism commodity development and tourism sustainable development and environmental protection etc. The main contents are as follows:First, large amounts of the literature about the development and protection of historical and cultural city culture tourism were accessed and combed. The protection process of historical and cultural cities at home and abroad, together with research progress of the current historical and cultural city tourism development were analyzed.Second, based on the analysis of characteristic and cultural appeal of Fenghuang historical and cultural city, probed into the positive relationships between Fenghuang and cultural tourism, and drew the conclusion that cultural tourism is the only road for Fenghuang's sustainable tourism development.Third, Fenghuang's cultural tourism industry development was analyzed. At first, it analyzed the Fenghuang's profiles from its regional natural background, social economic condition and tourism industry development. Secondly, on the basis of information and data acquired by on-the-spot investigation, the Fenghuang's tourism resources and tourism markets were analyzed and evaluated in detail, from which we knew that Fenghuang's cultural tourism resource endowment was rich and with high level, having advantaged conditions for cultural tourism development and its market prospect is wide, expected to become a famous tourist city at home and abroad; Meanwhile, the development position and prospect of Fenghuang culture tourism was analyzed, the favorable conditions and restricting factors of its development was raised.Fourth, the development philosophy of Fenghuang's historical and cultural city cultural tourism was analyzed. Through the analysis of cultural types and characteristics of Fenghuang historical cultural city, it came up with development guide, including cultural tourism development strategy and focus, cultural tourism product development principles, cultural tourism product development orientation and the mold of city overall image, etc.Fifth, the development of culture tourism about Fenghuang historical and cultural city was planned. Based on the analysis of cultural tourism development strategy and principles, from cultural tourism products planning market development and marketing planning, tourism commodity development, tourism sustainable development and environmental protection aspects, it discussed specific implementation plan of Fenghuang historical and cultural city culture tourism development comprehensively.
