In the 21st century, the science and technology had a rapid development; with a growing trend of economic globalization, the international exchanges and cooperation are becoming much more important. As a unique, one-time and innovative management style, Project management has been one of the vigorous management tools which can adapt to the new economic age. The level of project management and operation can decide the competitiveness and innovation of a country, region and enterprise. Strategic management, project management, organizational and marketing management have become the three pillars of association development and progress.IT support system has a great role in promoting the ability of enhancing the efficiency of business operations, reducing management costs. But the effect of IT support system project is not optimistic. Keller Graduate School of Management USA Project Manager, William V. Lebanese believes that the lack of proper project definition and scope verification are the main factors which lead to project failure. Therefore, the study of scope management for IIT support systems project management has high economic benefits. It's also an important issue which must be faced by telecom operators.Shenzhen Telecom IT/ISO20000 service management system is running as one of the core operations management systems of Shenzhen Telecom. This paper takes IT/ISO20000 system as the research object, mainly according to the theoretical basis of modern project scope management, bases on the mature theory and advanced results of home and abroad project management, overall grasps the current development status of project scope management theory research. With the current specificity of telecom, telecom system projects often face requirements changing, lack of resources, complex coordination, stressful time, the risk which is difficult to predict, and so on. In-depth analysis of the project scope management factors, this paper proposes solutions by 5 aspects, and creates project scope management templates.At present, there is little research on the IT support systems project scope management from domestic telecommunication operator's point of view. We hope this study can provide some reference to other IT supporting system construction for operators.
