Project Management For Telecommunications In Full-Service Era

In full-service era, telecom operators face lots of difficulties from both internal and external. Internally, after reorgnization, three operators (China Mobile, China Telecom and China Unicom) now have a full service operation license. A drastic competition expands in the whole telecommunication businesses, including local telephone, domestic long distance, international long distance, wireless paging, mobile communications and data communications; Externally, IT companies, such as Tencent and Google, have get involved in the communication industry. They are providing new internet businesses, but meanwhile eroding the main traditional telecom businesses via immediate message, VoIP ect. Under a nearly homogeneous competition, the telecom operators have to enlarge their investment in R & D, because only through research and innovation, they could further reduce their operation costs, and at the same time improve their business service abilities.However, telecom operators are still function-oriented and process-oriented. In this full-service era, there are several problems: weak in professional collaborations slow in response limited application and proficiencyIn order to make the telecom operators adapt to the new era's requirements and face the fierce competitions as soon as possible, this paper tries to put forward some effective suggestions to improve their ability in R&D. First, the paper points out some shortages in the research mechanism in this full-service era and indicates the necessity of project management. Second, the paper also tells us that instead of imitating the whole project management system blindly, we'd better carry out this system step by step according to our own situation. What's more, borrowing ideas from the"Lean Thinking"and"Six Sigma Theory", this paper also analyzes the problem existing in the current research management, and then, provides an applicative introducing scheme for the operators. Last, this paper shows us that this introducing scheme has already been put into use in the project of Application and Research of MSC Pool in a Complex Urban Network Environment and achieves a good result.
