Study Of Local Social-profit Research Institutions Reform

At the year of 2000, the Sate Council transmitted the document named "Suggestions on implementation of deepening the reform of the scientific research institution management system" from the science and technology departments and proposing a classified reform of social public research institutions. The reform of the social public welfare research institutions subordinated to the Sate Council was initiated at 2001 and completed about at 2005. Referring to the policies of the country, some provinces and cities, including Gansu,Hebel,Jilin,Jiangsu,Fujian,Ningxia, initiated the reform of their local social public welfare research institutions and drew out relative policies.Without doubting, the reform of local social public welfare research institutions achieved great successes, and promoted the development of social public scientific research after long term reforming. But some common problems were still not solved and the reform progress was slow in local social public welfare research institutions considering the whole country. So far, only a few provinces and cities mainly completed the reform. Researches on how to resolve problems faced by local social public welfare research institutions in our country need to be strengthened urgently.Base on the background of science and technology system reform in our country, this thesis firstly explains the definition, characteristic, and domain of the local social public welfare research institutions. Secondly the reform of the local social public welfare research institutions was combeded, and experiences gained by the national or local governments in local social public welfare research institutions reform were summarized. Taking Hunan province as an example, the bottleneck problems which restricted the reform were pointed out by analyzing the present, progress and difficult of local social public welfare research institutions reforming were analyzed thoroughly. Strategic design of Provincial social public research institutions reform and relative polices and suggestions were proposed.
