The Countermeasure Research Of The GL Institution's Science And Technology Structural Reform

As an essential part of the scientific and technological systematic reform, reform in scientific institution for public welfare(SRIPW) has been well on its way and has accomplished its advancement. It plays a very important role in ensuring the consistent scientific and economic development of our country, but there is still somewhere unsatisfactory during the process.This dissertation aims at the deep analysis of reform in SRIPW, especially the reform situation in non-profit making scientific institutions, point out the causes of the problems and raise the solutions and relevant strategies. This dissertation summarizes systematically the development of SRIPW, including its journey, present situation as well as difficulties and issues during its process. In the dissertation the author analyzes similarities of causes of problems in the reform process of non-profit making scientific institutions, and with reference to experience of scientific institutions home and abroad, raise two proposals about reform in non-profit making scientific institutions: one is "there should be enough funds available to non-profit making scientific institutions and they are not allowed to go to the market to make money as supporting funds"; the other is the problem of separating the part of marketing capability of making money from its non-profit making scientific institutions must be solved; and meanwhile, enough state capital should be left to that part.After analyzing the existing problems in GL reform in the paper, it is pointed out that there exist the special individual obstacles in non-profit making research institutions such as territory, concepts etc., and relevant solutions and measures are raised.
