Jiaxiang County Rural Residential Land Consolidation Model And Research

For a long time, rural residence is basically at the spontaneous condition, lacking of effective restraint, supervision and management. Small scale,dispersed layout, abuse, large-area per capita land occupation,low efficiency of land utilization and bad environment become its outstanding feature at present. Besides, with the accelerated urbanization process and urban-rural integration development, the constructions impropriated much cultivated land, and the constructions between population and land was aggravating gradually. Rural residential land consolidation,using the idle land, raising the construction volume fraction can raise the land use efficiency, make the rural ecological environment better, increase the area of cultivated land. Therefore, the paper selects rural residential consolidation as the research topic.Jiaxiang County is the center of space development of Jining City field as well as the region radiation center which Jining tries to make. It has good superiority for development. Because the economy grows rapidly, the demand for construction land bumps up in Jiaxiang County, while the rural residential land is in a state of inefficient and extensive using. The area of rural residence in 2008 has surpassed the new general plans for the land use determined. This paper selects Jiaxiang County as a study area, and it has representation in some degree. It has great practical significance in mitigating land conflicts and promoting economical and social development. Based on summing up domestic and foreign research, progress and the field surveys, this paper revolves around rural residential land consolidation in Jiaxiang County by the methods of combining qualitative analysis and quantitative analysis and theory discussion and case study, was divided into seven research component.Part 1, Introduction. The significance and background the research object, target, contents, way of thinking and methods.Part 2, The relevant concepts, theoretical basis and technical support. This paper definded the relevant concepts,the main theoretical basis including:the theory of sustainable development, the theory of land property rights, the theory of urban-rural integration, the theory of the land use planning, human settlement theory and the theory of public participation. The paper also elaborates the important technical support,including:mapping technology and 3S technology.Part 3,The overview of study area,the analyses of the present rural residential utilize situations and the existence problems are made by the update of the second land use survey.Part 4 and Part 5, The focus of this paper. Part 4 puts forward three rural residential readjustment modes, such as urbanization mode, internal readjustment mode and transformation and relocation mode. The corresponding operation mode and funding mode was proposed. Based on the research of Part 4, the paper takes Binhu Garden Community as the study case. Through analyzing the current utilization of rural residential, the resettlement program, ownership adjustment and sources of funding was studied thoroughly.Part 6.Policy research. The legal, administrative, economic and technological support the protection mechanism of rural residential adjustment.Part 7.Conclusions and outlook. The research results are concluded, and several questions are listed for further research.
