Regional economic development is an important part of national economic development, how to coordinate the relationship between local government and market economy, play the role of local government to ensure the smooth running of the market economy. To promote the healthy and rapid development of regional economy have a great practical and theoretical significance. In reality, China's regional economic development in recent years more and more remarkable. The Yangtze river delta economic area and the Pearl river delta economic area's regional development has become the impetus of China's rapid economic development. But, because of various factors in developing, our country's regional economic development still faced with serious problems. This paper will act as the local government's behavior, put it in the background of regional economic development, using a combination of theory and practice approach, with the theoretical analysis of typical cases, reveal the situation and lack of local government in regional economic development, and further the methods and mechanism constructs to improve these problems. This article start with the related theory to regional economic development, analysised local government functions in regional development and its role, the conditions and ways of local government's behavior, and the possibility of generating government failure and lack of government functions. Combining the systematic study of the domestic scholars and theoretical results to solve practical problems of Western scholars, linked the problems to theory and methods, against the missing behaviors showed by local government, attempt to build policy options and coordination mechanisms of local government in regional economic development, to seek a reasonable standard approach.
