Study On The Countermeasures Of Low-carbon Economy In China Under The Sustainable Development Perspective

Global climate change has become one of the major challenges in front of humanity. Some of them have far exceeded the scope of scientific research, and it has become the most important political and economic issues which are related to survival and development of countries in the world. As the global response to climate change is growing, different countries, different regions and different ethnic groups carries on the new consideration about economic development pattern, energy use condition and humanity life style. The decision-making and the scientific circles achieve the mutual recognition after the research, only the low-carbon economy is the core of development which can control the global temperature rise of 2℃. Meanwhile, various countries in abundance have also promoted their own low-carbon development strategy, which use this brand-new development model, innovation idea to their economic development. For a time, low-carbon economy as a "low emission, low consumption, low pollution" model of sustainable development mode have demonstrated its great vitality to the world which really far different from the traditional model of economic development.The rise of low-carbon economy has scientific and rational development of theoretical foundation and the most important foundations of them is the theory of sustainable development. Low-carbon economy is a sustainable human development theory, with the view of sustainable development, global climate change, in addressing global climate change to explore the idea of the kind that meets the needs of the present without compromising the future generations' ability to meet their needs hazardous development. Thus, in studying the development of low carbon economy mode, tracing the source and return to sustainable development theory, the perspective of sustainable development with the actual search for our current economic development in low carbon strategies and ideas is essential. This article is divided into four parts:The first part is about the low-carbon economy which based on the theory of sustainable development, including the concept of low-carbon economy, basic characteristics, sustainable development theory and the relationship between low-carbon economy and sustainable development theory. The second part turned to our country, elaborates from four aspects:energy consumption, policies and regulations, living consumption and scientific and technological development. The third part is in view of low-carbon economic development's present situation, analyzes the constraints factors of low-carbon economic development. The fourth part combines the restricting factors of our low carbon economic development, and puts forward the countermeasures of the development of low-carbon economy.The innovation of this article:Reality of the writing ideas.2010 is the transformation year of China's economic development model. Low carbon economy as a new mode of economic development, has a positive, important theoretical and practical significance meaning to China economic development. Therefore, according to China's present situation study under Chinese characteristics of low carbon economic development model, for speeding up the transformation of China's economic development model is undoubtedly helpful. Starting from the second part, closely connected with the current development of actual low-carbon economy, this article put forward countermeasures of low-carbon economy development from four angles:energy consumption, policies and regulations, and living consumption and scientific and technological development.
