In the course of world economic development, rapid economic growth in most countries and regions is always accompanied by its unbalanced distribution in geographic space. The growth pole theory indicates that the economic growth takes place in some certain poles with variable intensity. Since the 1980s, this theory has been widely used in China. The widening gap between the regional growth pole and its surroundings, intensification of conflicts of the dual structure in urban and rural economy both influence the economic growth and social stability. Therefore, in the period of rapid economic growth, the growth pole should play a leading role to promote the coordinated development with its surrounding areas. The objective of this paper is to raise an index system to evaluate this coordinated development which can be used as a method to analysis the development of growth pole and its neighboring areas. To achieve the objective, the author focuses on the urban growth pole and its surroundings areas, and deeply discusses the spillover effects from the growth pole to its surroundings, by using both positive and normative approaches, integrating quantitative mode with qualitative mode, and combining principal component analysis with analytical hierarchy process. The thesis consists of five parts. Part one is brief analysis of the reason for promoting the coordinated development between growth pole and its surroundings. The current status and the promotion of the coordinated development as well as the cause of the gap between them are discussed. Part two mainly studies the spillover effects from the growth pole to its surroundings. The polarization effect constantly enlarges the gap. On the contrary, the regional diffusion effect reduces the gap. Therefore, the spillover effect size of the growth pole depends on the relative size of the polarization effect and diffusion effect. Part three introduces the construction of the index system for evaluating the coordinated development. The principles in developing the evaluating system are applied and the selection of the index is established. Part four is the empirical analysis of coordinated development in Xi'an and its nearby areas. Using the data from Statistical Yearbook, the current situation of coordinated development between Xi'an, a typical growth pole, and four cities nearby is analyzed. In part five, proposals are made to promote the coordinated development. Proposals inre applied, respectively. The main conclusion of the thesis is as follows. First, viewing the growth pole and nearby regions as a system, from the perspective of the polarization and diffusion effects from the growth pole to nearby regions, the author studies the influence of growth pole on its neighboring regions. Second, the evaluating system of the coordinated development is raised in the basis of the relationship among economics, social and ecology. Third, through time series analysis of the coordinated development, the changes of this development can be monitored dynamically. Fourth, suggestions for coordinated development are presented in the fields of economics, social and ecology. |
