The human resources management of tax department is a unique approach to management which draw lessons from the corporate human resource management, combined with the internal unique characteristics of tax department. In recent years, human resources management has also received wide attention and application at all levels tax department. Human resources management has played a very crucial role to promote the development of tax and the performance of the tax department. Rational and effective human resources management can contribute to the tax department to strengthen the building of long-term mechanism, to enable team management standardization, standardized and institutionalized.In this paper, human resources management of municipal local tax departments in china is the study object. After studying on the history of the human resources management of tax department, I think that the current tax authorities is to change into a modern human resources management mode from the traditional model.After studying on the Municipal local tax department, I believe that there are many problems in the human resources management of municipal local tax departments, such as awareness of human resources management in place, not enough manpower to optimize the allocation of resources, human resources management authority over-concentration of human resources performance appraisal has not been scientific and many other issues. These problems are caused by reasons as the concept of human resources from behind, the management of extensive organizational objectives, and management of a single, specific management mechanisms imperfect. Finally, based on the analysis of the reasons and its characteristics, I put forward some paths to improve the human resources management of China's municipal local tax departments, including updating the human resources management concept, establishing the richest cultural organizations target system, building a multi-interactive human resources management way, establishing rational selection and employment mechanism, establishing scientific performance appraisal and incentive mechanism, perfecting the education and training mechanisms.
