In recent years, with the rapid development of the mobile communications network, 3G is coming. The standard of TD-SCDMA has been identified as China's third-generation (3G) mobile communications major criterion. Now TD-SCDMA test network has been completed. In order to increase market share, enhance ARPU (Average Revenue Per User) values, a variety of applications based on TD-SCDMA network have become the focus of the telecommunication service providers. Although the history of LBS(Location Based Service) is not long, it has been applied to many fields and brought about good economic benefits. LBS is a field with a lot of chances. Especially the positioning technology combined with mobile network and GIS system, has broad market prospects. Therefore, the location service system based on mobile communications network becomes the key of the study.The economic development improves people's living standard. The automobile provides convenience for travel. But in everyday life, there are something inconvenience. For example, traffic jam and automobile theft. In order to solve these problems, we design a city vehicle management system based on TD-SCDMA network. This system provides convenience and security assurance to both the automotive service industry and the individual. By this system, the taxi companies, car rental companies, public transport companies and other vehicle service industry can acquire real-time monitor data of traffic, and schedule travel reasonably. It benefits the companies with improving operating efficiency. The user can set a permitted zone for vehicles. When the vehicle goes into the zone, it will be monitored particularly. This can provide security guarantee to personnel and vehicle. By this system, the drivers can obtain the best driving route information, or browse YP, so the trip becomes easy and interesting.In this paper, we analyze the principles of wireless location technologies and their realization, and research the characteristics of TD-SCDMA channels, the management of the mobile. On the basis, we design the system of vehicle management based on TD-SCDMA. According to the needs of the user, and in accordance with the principle of 3GPP, we provide the principle of the choosing of the location methods, framework of the system, and the functions and composing of the vehicle terminal. According to the functions of the system, we focus on CELL-ID and A-GPS positioning process. At last, we make a model of the time-delay in order to analyze the influence on the position accuracy of TDOA. The system has overcome the deficiencies of location methods based on GPS navigation in the cities, so that the positioning system in the city is more flexible. By analyzing the time-delay on the positioning accuracy , we can mend the algorithm to improve the accuracy of the positioning system.
