In recent years, with the rapid development of mobile internet and the practice of relevant tariff reduction, mobile data services grow rapidly, and in particular, traffic is growing exponentially.The rapid development of mobile data services bring not only new revenue growth for operators, but also the expansion pressure for network resources. The previous network plan based on the number of users attached and the simple billing program can not meet actual needs, and the GPRS core network security also faces new challenges. Therefore, to assess the GPRS radio resource allocation, ensure that limited resources balance between voice and data services; research GPRS network data business model, forecast the traffic trend, research the construction of GPRS core network,follow users'business needs, introduce a new billing program, pay much attention to GPRS core network security threats which are brought by the rapid development of internet; both consider the evolution of Next Generation Network; and the plan of GPRS network construction is an important subject for a basic telecommunications operator who is in the stage of early introduction of 3G networks.This paper describes the technical principles of GPRS, analyzes and researches the design and construction of GPRS network from GPRS radio network and core network, in order to supply network solutions for operators to solve the problems brought by GPRS business's rapid development. GPRS core network, mainly from the five major network to analyze:the server model,the main network planning, the introduction of new billing, network security analysis and response, GPRS data server and data flow contrle system.
