The part of charging and safety governing is based on language JAVA, and functions in charging server. When users visit internet, the system validate users status by user's name and password. After the validating, the charging system charges according to the time and flux used by the users. Filter is placed on the charging gateway to prevent users from visiting political and sexy net. Database server employs SQL service 2000 database management system to deposit the students' information. PB8.0 enterprise version is adopted in Proscenium-management computer for users to inquire about the cost for surfing, add money and manage their account etc. To improve the safety of the institute-net and avoid the attacking from other users of the internet during data transfer, the system encrypts the important information of the users.
