With the computer information technology and network technology development, level of the hydraulic computer applications has been greatly improved. At the same time, the dike management which plays an important role in urban flood control is also developing in the direction towards the information technology. Dike project management of information technology is a complex project, involving geography, hydrology, expert analysis, flood control decision-making and other aspects, and provides important data for the dike project design, operation, maintenance and management.According to needs,network management and filling gaps in forecasting were the two important aspects of the bank protection forest management information system. Firstly, analysis of the situation in the construction of embankment management information and choice about the technical line with the existing technology were introduced. System used the J2EE development platform, a clear hierarchical structure, which to the benefit of the system integration requirements and later-expansion. Meanwhile, in order to improve development efficiency and flexibility, the system used MVC design pattern, providing a good separation of the logical processing and page display, which is good at division of labor. Secondly, according to the demands of prevention and control work on pests of the bank protection forest, and starting from the feasibility study of the gray prediction theory and scope of application, accuracy of the original GM (1,1) model improved by taking advantage of changes in initial conditions and leading into metabolic model thinking. On this basis, a pest prediction model was built.Expatiation in this paper that based on the detailed design of system framework aimed the work characteristics of the bank protection forest, including the detailed functional analysis, process design and database design of various modules of the system. Standardization of the bank protection forest management is provided via this system, and used role-based management approach to user access control to ensure data security.Finally, took the pest management module for example of the system to show the achieve results.
