With the rapid development of information technology since 1990s, human beings were entered into the era of knowledge economy. In order to improve comprehensively the competitiveness, many enterprises strengthen their management with the aid of the construction of information systems, including MRPⅡ(Manufacturing Resource Planning) and ERP (Enterprise Resource Planning). These systems had produced some economic benefits, while led to some new problems, for example, it caused seriously the separation between the production management and the manufacturing & controlling software, which resulted in affected the production and process information for enterprises. As the level of enterprise information applications improving continuously, it is realized that the MES (Manufacturing Execution System) is an effective way to solve this problem, which can integrate the manufacturing process with the manufacturing execution system.With the development and popularization of information technology, many foreign large-scale petrochemical enterprises frame factory level, company level or cross-Group-level integration of information systems attach with great enthusiasm and energy. According to the 11th five-year plan of the CNPC(China National Petroleum Corporation), the basis of all enterprise information work must be completed in 2010, which means including 28 companies and the headquarters must implemented completely the MES by the end of 2009. Huabei Petrochemical Company starts the MES implementation under the guidance of the CNPC from 5, 2008 to 12, 2008.Huabei Petrochemical Company belongs to the typical process industry of manufacturing, the production features a high temperature, high pressure, continuous, long process, complex processing formula, and the upstream and downstream devices is very closely coupled. Based on analyzing the development of MES technology and the production characteristics of the petrochemical industry in Huabei Petrochemical Company, the paper analyzed the feasibility of application of MES and proposed the objectives, design principles and design scheme MES system. There are 11 sub-systems and three upgrade modules in MES of Huabei Petrochemical Company, Including plant basic information management, real-time database, laboratory information management systems, production planning and scheduling, operation and management, material movement management, production and operation information platform and so on. At the same time, this paper studied the implementation of MES projects, including the MES system, implementation strategy, project management, project organization, communication, management and quality management. And introduced the effect of the implementation, while in the implementation process for the problems and put forward future proposals for similar work.
