From development to present, workflow technology has been gradually play an increasingly important role, which implements system separation between application logic and process logic, and it is the key technology to achieving business process automation. As the core of workflow technology, workflow engine is the basis to implements other technologies in workflow. Therefore, research on workflow engine has increasingly become the focus of attention.Actually, workflow engines are constructed in the Client/Server network architecture, the file switching among clients must go through the server, the burden of which, with the increasing of nodes, will become more and more weight and gradually evolved into system bottleneck. This paper puts forward a design of workflow engine based on the JXTA platform through analyzing existing technology of workflow and P2P, solving the problem of servers'burden effectively.Firstly, this paper is detailed analysis the status of workflow engine, then in-depth analysis of the existing technology and problem of workflow technology. In order to deal with those problems, this paper puts forword some technical improvement methods, in turn to determine the system's network architecture, the underlying platform and development frame. On this basis, summary system model and overview designed the overall architecture of WEBJ system, then detailed describes every functions of system modules and the collaborative relationship between them, and then detailed design and implementation of the main functional modules. Finally, through the file approval system demonstrated the WEBJ system is feasible and through the simulation results demonstrate the superiority of the WEBJ system, compare with JBPM, a exiting workflow engine.In allusion to the P2P system develop trends of high-level and high-quality, WEBJ system that is designed in this paper is use the design mode of P2P system based on "JXTA / Plug-in". The JXTA platform only is responsible for the bottom communications of P2P system and the application of P2P system are achieved by function plug-ins of workflow engine. This mode not only solves the interoperability problem of heterogeneous P2P system, and implements the function of"plug and play"inside P2P system, improved the flexibility of P2P system.
