This paper analyzed the development of industry and technology background,Pointed out the problems faced by CMCC No.7 signaling network,and the driving force of IP signaling network introduction is given.Then, this article provided the exchange programs between signaling network carrying by TDM and carrying by IP, analysied the situation of STP and SP equipments supporting IP, which shows the feasibility of No.7 signaling on IP based bearer.All IP bearer No.7 signaling network will remain the hierarchical network structure consisting of IPSEP (signaling points) and IPSTP (signaling transfer nodes). M2PA protocol will be used between the IP STP (backbone level) and M3UA protocol will be used between the IP signaling points and IP STP (access level).On the basis of the current that IP STP equipment has been introduced, IP signaling network will use IP STP and TDM STP approach to building hybrid networking. For work of IP based signaling network, this article suggested three stages:introducting IP STP equipment, IP based signaling points, IP based STP equipment. Local, provincial, inter-provincial network structure of the specific provinces should be combined with the actual situation, choose the appropriate network programs.This paper argues that building in the IP signaling network, if you can provide a dedicated, light load, quality assured IP bearer network, SCTP protocol with its own control, is able to provide the necessary signaling service layer quality of service delivery, that is, IP signaling network is available.
