As a new Internet service, IPTV based on the IP broadband network television broadcasting applications, is providing the brand-new potential value for network-operators. IPTV services require a lot on IP-network, such as high bandwidth, high quality and other requirements. The technical keys of achieving IPTV services are how to switch in the Live-TV,and how to provide users with the highest quality, less jitter, manageable TV services as much as possible under limited bandwidth. These considerablely challenge the IPTV-Coding techniques, carrying capacity of the IP-network and the whole-network multicast broadcating ability. This paper is Discussion from several aspects of these issues.Of the country's first, Ningxia-IPTV-system's creative cooperation with NXTV, switching in the Live-TV programs of NXTV, makes a unique "Ningxia Model" and provides new ways of operating contents of IPTV services for IPTV-operators. In order to better achieve the IPTV operations, this paper combined with the current status of Ningxia Telecom internet, designed the Ningxia IPTV system structure, the characteristics of the IPTV services and the bandwidth and security requirements of the bearer network, proposed transformation of the existing IP MAN program and solved the problem of mixed deployment of multicast and uncast services through whole netwprk, multicast replication point settings and so on.Secondly, the article also explained a detailed network scheme on IPTV system converging mobile TV services, and outdoor electronic advertising services. Through IPTV platform upgrades, to ensure that IPTV service runs reliably through the bearer network. The IPTV system can also provide users with mobile TV services, and provide the LED screen for outdoor advertising program with intensive management. This integration of IPTV system provides a useful reference for new services.Finally, the paper discusses the futural system development of IPTV system. Pointed to carry out large-scale IPTV business in the future, the need for timely adjustment of IPTV Bearer Network for IPTV security and stability are of great significance.
