Face of 3G services to start, carry out a comprehensive integration of business status, the current carriers BOSS system has not solved these new circumstances bring new challenges. Based on the traditional billing model established prepaid service, post-paid services, data services, mobile value-added services such as billing platform enables network of Shanxi Telecom's billing form a relatively independent billing island, not each other do user account information sharing, the switching mechanism in the payment mode that there are inherent deficiencies. With the full launch of 3G services, how to implement a cross-network platform to provide voice, high-speed data, value-added services such as bundling multiple services, benefits packages, has become a very complex and difficult to fast, flexible deployment problems.Currently, as a telecom operators, there are two main billing program, a real-time billing system is the SCP, the user real-time billing of prepaid processing, post-paid users in near real time billing processing; the other is pre-paid and post paid users with near real-time charging fees centrally, each of these two options there are inevitable disadvantages,3G networks can not meet the needs of convergent billing environment.For the environment to better guide the construction of billing support system,3GPP organization proposed in 32.815 Online Charging System (OCS) of the reference structure, given an open and universal framework for real-time billing system, supports load, session unified billing and content events. This framework will be traffic control equipment and the separation of accounting functions, and the establishment of a billing system and the session/service control of direct interaction, so that the service charge to participate fully in the process of using. In such a system, which can use the power of the independent accounting system to provide close to the quasi-real-time billing system flexibility, but also can participate in the process of using the real-time features, to minimize the cost of arrears.This article is based on the current situation of Shanxi Telecom billing system and problems of research in the framework of 3GPP specifications on the OCS under the guidance of planning and design of the Shanxi-based telecommunications OCS (Online Charging System) integration of online charging solutions. This program is fully integrated with the current situation of Shanxi Telecom Billing System, but also taking into account the technical details of implementation of the system to meet the Telecom Billing System in Shanxi the following objectives:(1) Support for mobile services at any time (including mobile voice and packet, and value-added services) online billing services.(2) To form a good multi-service convergent billing network architecture.(3) Supporting the existing network CDMA, fixed line, broadband, value-added services prepaid.The program proposed billing system from supporting 2G (2.5G) to support the programs and 3G evolutionary path for the telecom companies, telecom service companies, IT vendors to provide a reference.
