The article advances to build a Spread Spectrum Communication simulation system based on HLA at the experimental environment by HLA simulation technology. It provided a test platform for the research of some kind of typical application of the Spread Spectrum Communication, such as the simulation of the Direct Sequence Spread Spectrum Communication and the Frequency Hopped Communication. It also can achieve the purpose of reducing the cost.Firstly, the frame of the Spread Spectrum Communication simulation system is analyzed, then the distributed simulation technology HLA and RTI are researched in depth. Subsequently, the Spread Spectrum Communication simulation system based on HLA is built. For resolving the problem of state synchronous, time synchronous, efficient transmission and data filter, which appear during the phase of developing the Spread Spectrum Communication simulation system. The key technique of the system are researched. The federation management, time management, declaration management and data distribution management are mainly studied. The research aims at fixing the federal state management, the length of step management, data filter and the mechanism of data transmission. Then the federation state control and federate state surveillance are implemented, the mechanism of time progress, data filter and data transmission are fixed.At last, the key technologies above-mentioned are made use for building the organization model, correspondence model and function model of the DSSS communication simulation system of based on GPS and the FH communication simulation system based on Shortwave, then the both control part of which are realized.
