Law services department is responsible for a large number of contracts and law matters as a business law department for the company. Existing high costs management risks and low efficiency. In order to improve the level of business management and achieveing the standardization of law affairs management, it is necessary to establish the law affairs management system for preventiveing the legal risk.Based on the analysising the existing law services business management and business process in this paper, a fully function J2EE-based law affairs management system has been designed which based on B/S model and MVC pattern. Main function includes contract management, Authorize management, dispute management, property management, law dissemination management. In this paper it has been discussed that the basic law affairs management system architecture design and function model. On that the contract management subsystem designed and implementation of a detailed description. Law Services Contract Management Subsystem is an integral part of the management system, its function modules include contract project, contract supplier selection, contract reporting, contract review.This law affairs management system has been used in a oil company. More than two thousand users registered in this system now. The system solved the high risk and high cost. It meets the needs of corporate law services management.
