It includes management science, computer science and communication technology and other knowledge fields. Modem military affairs management system is based on the concept of workflow, and it uses the information technology. It changes the last inefficient and complex office way and achieves high-speed information processing and collection. It can make the troops efficient to work together and information sharing; it supplies the basis for the scientific management of the troops, it provides good opportunity for the digital and information construction in the army.J2EE is a set of criterions defined by Sun Microsystems, and it provides a component-based approach to the development, design, assembly, and deployment of enterprise applications. The J2EE platform offers a multi-tiered distributed application model, reusable components, a unified security model, flexible transaction control, and web services support through integrated data interchange on Extensible Markup Language (XML)-based open standards and protocols. The Struts, Spring and Hibernate is three mainstreams Lightweight Web Framework of which based on J2EE architecture. The Struts is a framework based on MVC pattern. Spring can be understood as a lightweight container and can be well compatible with other framework. Hibernate is an object-relational mapping framework of open source.In recent years, the workflow management system is one of the latest technologies in the field of office automation, and it has become a focus of research in the field of office. The workflow technology is a key technology of control and management process, it is a complete framework which including analysis, construction, implementation and management and so on. It is a method of information management, the technology of core is the workflow modeling technology. Construction of the workflow model implements the separation of process and application logic; it can be done to improve system performance, by modifying the workflow model. The most important part of workflow management system is the workflow engine, it assigns tasks according to roles and executing the processes of the workflow process models, and this can effectively improve the efficiency of work. The functions of the workflow engine have control the instantiation of processes and interpret the description of processes and providing management and supervision. Among them. JBPM is a workflow management system of process-oriented.This paper based on the situation of our country and applying the principles of software development and explores the knowledge of three mainstreams Web Framework which based on J2EE architecture. This paper has done a detailed needs analysis on e-military affairs management system, relying on the present condition of e-military affairs management system at home and abroad, it illustrate the background of systems producing and the significance of developing the military affairs management system, has given the system solution, and based on the needs analysis, the thesis has designed the overall framework of the system components and modules. On this basis which mastering the technology of SSH framework, JBPM workflow, and so on, detailed realized the management system, lay a solid foundation for the use of troops electronic office.The management system uses a lightweight SSH-based J2EE development framework and JBPM workflow technology. It using with Struts frame to achieve the presentation layer design. Spring frame to achieve the business layer design, Hibernate frame to achieve the persistence layer, it also designs with JBPM workflow technology to achieve the system's process management. Finally, this paper shows in detail part of the system design.
