This paper compares and analyses the objects as follows:Chinese "Load code for the design of building structures" (GB 50009-2001), "Code for seismic design of building" (GB 50011-2001) and European code EN1990, EN1991-1-4 and EN1998-1. The works in the paper aim to develop the calculating module of wind and seismic action on buildings based on the existing software platforms as the preparatory work for the European version of SATWE.In this paper, researches on the related provisions and the calculating flows in the European codes were made. And the differences and correspondences of the parameters were found out. Then a comparative analysis on the numerical results by Chinese and European codes of the example was carried out.The chapter on wind load analyzed and compared mainly about roughness categories, basic wind velocity (pressure), shape coefficient and dynamic effect of along-wind vibration, drawn the comparison curves of the wind profiles of different terrain categories by European and Chinese codes, and got the trend of wind load distribution pattern. In the European code it makes a great predigestion using the dynamic characteristic on the point of the reference height representing that on the whole building. And the sorting and accounting of shape coefficient is more particular than the provisions in Chinese code. The comparative research was done on regularity criteria, importance class, seismic fortification objective, ground types, seismic zones, response spectrum and calculation method, and the comparison curves of the response spectrum were mapped. The clauses about seismic action in Chinese and European codes are mainly based on the response spectrum theory. In European code, seismic fortification is made on the level of reference seismic action, and the behaviour factor is used in accordance with the ductility of the structures to make an appropriate reduction. The Chinese code imports the concept of "frequent earthquake" on which the resistance of structures is designed and the seismic fortification measures is made to meet the basic objective. It estimates that the level of seismic action on European code when behaviour factor of 3 is almost equivalent with that on Chinese code. The provisions about nominal load value, the factor of combination value, frequent value, quasi-permanent value, partial factor and the combination expression were compared. The method on partial factor taking account of modeling uncertainties is a good way that we can learn from. The evolutions of load combination in Chinese and European codes are both on the same basis of reliability theory. They also sum up the experience in the long-term to revise the value of combination coefficient. Except for the combinations with seismic actions where Chinese and European provisions have a bit of distinctions, the combination expressions of the two codes are almost with one accord. The calculation and analysis were carried out on a practical engineering, and the comparative curves of the calculating results of wind load and seismic action were also plotted. The results about wind load between the two codes have a bit of differences. The results of seismic action at the bottom and the top of the building are closed, but at the middle part the seismic action by the European code is larger.
